Allows retired teachers to work as substitute teachers without losing Public Employees' Retirement Association (PERA) benefits, provided the school district or charter school determines there is a critical shortage of qualified substitute teachers and the retiree has relevant experience or qualifications.

Permits continuous substitute teaching assignments without length restrictions, unlike standard substitute teacher definitions under Colorado law.

Exempts retired teachers hired under this provision from counting against the existing limit of 10 additional service retirees that state colleges, universities, and school districts may hire in areas of critical shortage.

Sunset provision repeals this exemption effective July 1, 2025, returning employment restrictions to their previous standards unless the legislature extends the provision.

Establishes that this emergency measure is necessary to address the critical shortage of qualified substitute teachers across all Colorado counties that emerged following the COVID-19 pandemic.
