HB 22-1063 Summary

• Creates a Legislative Oversight Committee (6 members: 3 senators, 3 representatives) to oversee the Colorado Jail Standards Commission and may introduce up to 3 bills during the 2024 legislative session.

• Establishes a 22-member Colorado Jail Standards Commission composed of sheriffs, county commissioners, incarcerated persons' advocates, mental health professionals, disability rights representatives, police officers, public defenders, district attorneys, and Department of Public Safety representatives to recommend standards for safe jail operations.

• Commission must recommend comprehensive standards for jail operations covering reception and release, inmate classification, security, housing, sanitation, communication, visitation, healthcare, food service, recreation, discipline, grievance procedures, staffing, and inmate rights.

• Commission must complete a report by November 15, 2023, assessing the feasibility of implementing recommendations for jails of various sizes and present to the Committee for approval.

• Appropriates $96,039 to the legislative department for the 2022-23 fiscal year to support committee and commission operations; the entire Part 19 is repealed effective July 1, 2024.
