Changes municipal court bond hearing timelines from two calendar days to 48 hours after receipt of notice when defendant is held in a different county, excluding Sundays and federal holidays.

Requires county sheriffs to make in-custody defendants available for hearings at mutually agreed times and allows audiovisual or telephonic conferencing when high-speed internet is unavailable.

Establishes exceptions to the 48-hour requirement when defendant refuses to appear, is unable due to physical ailment, drug or alcohol use, mental illness, or court closure due to emergency.

Changes grant award deadline for district attorney assistance for bond hearings from October 1 to April 1 each year.

Decreases general fund appropriation to district attorney assistance for bond hearings cash fund by $600,000 and appropriates $600,000 from general fund for grants in fiscal year 2022-23; effective date for bond hearing changes is January 1, 2023.
