Allows early childhood development service districts to include partial territory of existing taxing districts, rather than requiring full inclusion or full exclusion.

Permits districts to accept and spend gifts, grants, and donations from private or public sources for providing early childhood development services to children from birth through eight years of age.

Maintains that district revenues must be in addition to and cannot replace state or federal funding otherwise entitled to counties in the district.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless subject to a referendum petition.
