Changes the Habitat Partnership Committee to a Habitat Partnership Council with nine members appointed by the director with commission approval, maintaining statewide responsibility and authority.

Adds two new duties for the council: allocating annual budgets to local habitat partnership committees for director approval, and expending money in areas without local committees to reduce wildlife conflicts related to big game ungulate forage and fence issues and enhance wildlife migration corridors.

Establishes set terms for committee members as determined by the director, requiring staggered terms with the option for unlimited renewals, effective upon enactment.

Clarifies that committees and the council are separate organizational units for purchasing and procurement purposes, exempt from the state procurement code requirements.

Exempts the Habitat Partnership Program from Colorado's public contracting code and repeals a funding balance limitation provision effective July 1, 2023.
