Defines "person" to include an unborn child at all stages of gestation from fertilization to birth in Colorado's homicide, assault, and wrongful death statutes.

Supersedes existing state laws relating to prenatal homicide, abortion regulation, and abortion facilities to the extent they conflict with the bill's provisions.

Requires state and political subdivisions to enforce homicide and assault provisions without regard to U.S. Supreme Court decisions in Roe v. Wade (1973), Planned Parenthood v. Casey (1992), and June Medical Services v. Russo (2020).

Authorizes state officials and political subdivisions to disregard any federal court decision that attempts to enjoin or void the bill's requirements.

Subjects Colorado judges to impeachment or removal if they attempt to enjoin, stay, overrule, or void any provision of the bill.
