HB22-1085: Paper Ballot Fraud Countermeasures

• Requires paper ballots used in primary, general, coordinated statewide, and statewide recall elections beginning November 2022 to include 19 specified fraud countermeasures, including watermarked security paper, holographic foil, multiple security inks, QR codes, and voter receipt features.

• Mandates that paper ballots must be provided by vendors with accreditation under ISO/IEC 27001, ISO/IEC 17025, ISO/IEC 45001, ISO/IEC 14001, ISO/IEC 14298, or ISO/IEC 9001:2015 standards.

• Requires paper ballots to be 8.5 inches wide by 19-22 inches long, weighing 80 grams per square meter, and include a perforated voter receipt with lot numbers, sequence numbers, and QR codes.

• Directs the General Assembly to annually appropriate general fund money to the Department of State to reimburse county clerks and recorders for compliance costs.
