Adds special district directors to the list of persons ineligible for membership in the Public Employees' Retirement Association (PERA) under Colorado Revised Statutes 24-51-310.

Applies to directors of special districts operating under the "Special District Act" (Article 1 of Title 32) who begin their service on or after July 1, 2022.

Excludes service as a special district director from qualifying an individual for PERA membership and associated retirement benefits.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, or safety.
