Irrigation district boards may borrow money and issue loans to landowners for improvements to private water delivery systems or projects that improve water conservation, efficiency, or landowner delivery/drainage systems.

District boards cannot assess district land to raise money for these loans but may use other sources of money at their discretion.

In case of default on loan payments, county treasurers may assess a tax lien on the eligible property but cannot assess a lien for the entire value of the landowner's portion of the irrigation loan.

Annual appropriation resolutions must include the amount of money needed to meet loan obligations and indicate the amount payable by each tract for which a landowner received a loan.

County treasurers receive five dollars per tract assessed for loans issued under this program, assessed against each participating tract.
