New members must submit covered bill requests 33 days before the legislative session, with bill subjects published 30 days prior and drafts published 10 days prior to session start.

Office must publish bill subjects if no draft exists by the deadline, then publish drafts upon completion, and must publish all redrafts and withdrawal notices.

Creates an exception to confidentiality rules for covered bills to increase public participation in the legislative process and allow interested stakeholders to identify themselves and provide input during bill drafting.
