County commissioners may file applications with special district boards to dissolve districts wholly within their county boundaries, requiring the district board to take necessary dissolution steps promptly and in good faith.

When a special district spans two or more counties, county commissioners from each county may jointly file a dissolution application, and counties must consent to assume service responsibilities or provide evidence of contractual agreements.

Courts may dissolve special districts without a public election if the district lies wholly within a county, has no outstanding financial obligations or bonds, and both the special district board and county commissioners consent to dissolution.

Municipal governing bodies must consent to any dissolution application if more than 85% of the special district territory lies within city corporate limits.

Dissolution applications must be accompanied by a $300 cash bond to cover proceeding expenses if the dissolution is not completed.
