Expands program allowing Public Employees' Retirement Association (PERA) service retirees to work full-time in rural school districts without reducing retirement benefits to include school nurses and paraprofessionals, in addition to teachers, school bus drivers, and food services cooks.

Extends eligible employers to include boards of cooperative services and charter schools located within rural school districts, in addition to rural school districts with 6,500 or fewer students.

Requires employers to determine there is a critical shortage of qualified personnel and that the service retiree has specific experience, skills, or qualifications that would benefit the employer.

Changes reporting requirement from December 1, 2020 to December 1, 2025, and every fifth year thereafter, with reports continuing indefinitely rather than expiring under the automatic sunset provision.

Removes the July 1, 2023 repeal date for the program, making it permanent.
