Requires the Department of Personnel to modify the Transparency Online Project web-based system to include the legal name of vendors paid for each expenditure.

Allows state agencies to exclude vendor names only if they determine the public interest is best served by exclusion or if inclusion is prohibited by law.

Mandates that when vendor names are included in the web-based system, they must be displayed without redaction.

Takes effect 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly, or if subject to referendum petition, only upon approval by voters at the November 2022 general election.
