Allows school district boards of education, district charter school governing bodies, and institute charter school governing boards to conduct executive sessions when negotiating employment contracts with finalists for chief executive officer positions.

Requires boards to name more than one finalist for the position and hold a public forum to interview each finalist before conducting executive sessions.

Permits boards to interview finalists in executive session in addition to public forums and to instruct personnel to begin contract negotiations with candidates in executive sessions.

Specifies that prioritizing finalists and beginning negotiations do not constitute formal action; formal adoption only occurs when the board votes publicly on the preferred chief executive officer.

Defines "chief executive officer" as a school district superintendent or a charter school chief executive officer.
