Extends the child welfare appeals workgroup for two and a half additional years, from January 1, 2022, through July 1, 2024, to monitor implementation of recommendations and reduce delays in resolving dependency and neglect appeals.

Requires the judicial department to report to the legislature by January 1, 2023, on workgroup data collection, necessary resources, implementation progress, and additional changes needed to resolve appeals within six months of filing.

Mandates district courts issue written orders from appealable hearings within thirty-five days after the hearing to ensure timely permanency for children in dependency and neglect cases.

Directs the workgroup to monitor implementation of the 2021 final report recommendations, determine contributing factors to appellate delay, and study opportunities to reduce delay in child welfare appeals.

Requires a final report from the workgroup by July 1, 2024, documenting the impact of recommendations on reducing appellate delay.
