• Authorizes transportation network companies (like ride-sharing services) to provide nonmedical transportation services to individuals enrolled in six Colorado Medicaid home- and community-based services waivers for elderly, blind, disabled, intellectually and developmentally disabled, mentally ill, brain injury, and spinal cord injury populations.

• Requires the state department to submit a report by January 2024 identifying reimbursement systems, federal compliance methods, multi-provider benefit tracking systems, and best practices from other states for implementing transportation network company services.

• Directs the state department to authorize verified transportation network companies to provide services by July 1, 2024, if they meet federal requirements and budgetary constraints, subject to rules promulgated by the state department.

• Exempts transportation network companies providing these services from Public Utilities Commission regulation and makes them subject to state department rules instead.

• Appropriates $110,811 for fiscal year 2022-23 to fund implementation, including $88,411 from the general fund and $22,400 from other healthcare-related funds.
