• Creates the School Security Disbursement Program within the Department of Education to provide funding to local education providers and eligible nonprofit organizations for school security improvements.

• Eligible entities may use disbursed funds for capital construction securing school facilities or vehicles, student threat assessment training, law enforcement training on student interactions, emergency response training, student resilience programs, and development of school safety protocols.

• Applicants must submit detailed applications including purpose of funding, itemized cost estimates, evidence of matching financial resources, and commitment to provide annual reporting on fund expenditures.

• Department shall prioritize applicants committing to matching funds and disburse money only if proposed uses are likely to improve school security and not exacerbate student disciplinary disparities.

• Recipient entities must submit annual reports by August 1 detailing amounts received, matching funds provided, and itemized accounting of expenditures; the program repeals effective July 1, 2032.
