Requires the governor or designee to review all proposed rules adopted on or after November 1, 2022, for compliance with statutory authority before agencies can adopt them.

Creates "economic impact rules" category for rules that significantly increase regulatory burden on businesses in oil and gas, aerospace, energy efficiency, transportation, and agriculture industries, as determined by the adopting agency.

Establishes a prior review process where economic impact rules cannot take effect until a designated legislative committee votes within 21 days of the legislative session; rules not selected take effect on day 22.

Allows prior review committees to approve rules by majority vote, reject rules as exceeding agency authority by majority vote, or take no action; unapproved rules become effective automatically on day 65 if no action is taken within 64 days.

Requires agencies to submit lists of economic impact rules to the general assembly, legislative legal services, and secretary of state with short summaries of each rule's subject.
