Reduces Colorado high school attendance requirement from three years to one year immediately preceding graduation or high school equivalency completion to qualify for in-state tuition.

Allows students who were physically present in Colorado for at least one year immediately before completing a high school equivalency exam to qualify as in-state students, in addition to those who attended Colorado high schools.

Requires students to be physically present in Colorado for at least twelve consecutive months prior to enrolling in an institution of higher education.

Establishes that in-state students classified under this section are eligible for in-state student benefits under section 23-1-113.5.

Names the legislation the "Representative Val Vigil Asset Act" and declares it necessary for immediate preservation of public peace, health, or safety.
