• Creates the Circular Economy Development Center within the Department of Public Health and Environment to grow existing markets and develop new end markets for recycled commodities and compost in Colorado, with operations starting on or before July 1, 2023.

• Center will connect end markets to state grants, work with processors and manufacturers to increase recycled content use, market Colorado recycled materials, and facilitate connections among recyclers, waste haulers, processors, manufacturers, and other entities.

• Designates the Front Range Waste Diversion Cash Fund and Recycling Resources Economic Opportunity Fund as permissible sources for funding the center's direct and indirect operating costs.

• Requires the center to submit an end-market gap analysis and opportunity assessment by August 1, 2024, and annual progress reports beginning September 1, 2023, detailing activities completed and progress toward circular economy goals.

• Schedules the center and related provisions for repeal on September 1, 2030, subject to legislative review, and extends certain repeal dates for existing waste diversion statutes.
