Authorizes registered vehicle owners in Colorado to display digital number plates instead of one or both metal plates, provided the registration number and expiration date are clearly visible at 100 feet in normal sunlight.

Permits digital number plates to display messages and other digital functionality, with design limited to a single color.

Requires the Department of Transportation to adopt rules in consultation with Colorado State Patrol establishing standards for safety, product oversight, size, design, display, data security, approval processes, testing requirements, and reporting by companies selling digital plates.

Mandates the Department review digital plate implementation within one year of rule adoption and submit a report to the Transportation Legislation Review Committee with findings and recommendations.

Sunsets the authorization on September 1, 2027, subjecting the digital plate program to legislative review and potential reestablishment.
