Postpones the May 15, 2022 expiration date for all rules adopted or amended between November 1, 2020 and November 1, 2021 by 18 state departments and 2 independent agencies.

Affected agencies include departments of agriculture, corrections, education, health care policy and financing, higher education, human services, labor and employment, law, local affairs, military and veterans affairs, natural resources, personnel, public health and environment, public safety, regulatory agencies, revenue, state, transportation, and treasury.

Also postpones expiration of rules from the public employees' retirement association and the board of equalization that were adopted or amended during the specified timeframe.

Committee on legal services recommendations apply only to rules in their original form as reviewed by the committee; amendments made before November 1, 2021 that comply with recommendations and any changes after that date are not affected.

Declares the act necessary for immediate preservation of public peace, health, or safety.
