Amends the FY 2021-22 budget for the Department of Personnel by modifying Part XV of Session Laws of Colorado 2021, Section 2 of Chapter 504 (SB 21-205).

Appropriates $222,198,862 total for the Department of Personnel, including $18,917,928 from the General Fund and $13,350,806 from various cash funds.

Funds personnel costs across multiple divisions including Executive Director's Office, Human Resources, Central Services, Accounts and Control, Administrative Courts, and Capital Assets.

Authorizes the Department of Personnel to enter into a lease-purchase agreement for vehicle replacements and additions for up to ten years not exceeding $37,000,000.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
