Creates the "ARPA home- and community-based services account" within the Healthcare Affordability and Sustainability Fee Cash Fund to receive fund savings and federal matching dollars for home- and community-based services under the medical assistance program.

Authorizes money in the ARPA account to be used for purposes that are ineligible for federal matching but otherwise authorized under Section 9817 of the federal American Rescue Plan Act of 2021 if the General Assembly appropriates the money for that purpose.

Amends Colorado Revised Statutes 25.5-4-402.4 to modify restrictions on how ARPA account funds can be spent by allowing uses beyond those requiring a federal match.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, or safety.
