• Codifies the Colorado Opportunity Scholarship Initiative's displaced workers grant to support Coloradans displaced by the COVID-19 pandemic who seek to reskill, upskill, or complete industry-recognized credentials.

• Requires grant awards to be dispersed on an annual basis or more frequently as determined by the executive director.

• Reduces the 2020-21 appropriation from $15,000,000 to $1,950,000 and adds a new 2021-22 appropriation of $13,050,000 from the workers, employers, and workforce centers cash fund and federal coronavirus state fiscal recovery funds.

• Allows unspent funds from the 2021-22 appropriation to carry forward to the 2022-23 and 2023-24 fiscal years for the same purpose.

• Repeals the displaced workers grant statute effective July 1, 2024.
