The Equity Diversity and Inclusion Task Force shall contract for an independent study assessing pay equity for employees in Colorado's state personnel system, examining inequities specific to gender, race, and other protected classes.

The study vendor must be selected through a competitive solicitation process and must be independent of the Department of Personnel, with all state entities required to cooperate fully with the study.

A final report containing the study's goals, methodologies, findings, and recommendations must be completed by September 30, 2022, and distributed within 30 days to the General Assembly, Governor, and Colorado Workers for Innovative and New Solutions (WINS).

$500,000 is appropriated to the Department of Personnel for the 2021-22 fiscal year, with unused funds carried forward to the 2022-23 fiscal year, for consulting services and personal services related to the pay equity study.

The statutory requirement for this study and report repeals automatically on January 1, 2025.
