Establishes 100-foot restricted zones around polling places where electioneering is prohibited, requires valid state-issued identification to vote, and mandates ballots printed on anti-fraud paper with security features.

Creates new election offenses for unlawful voter conduct and counterfeiting election returns, and allows courts to order recounts when presented with facts requiring one.
