Creates a parent choice program for school districts identified as chronically low-performing (on performance watch), requiring establishment of accounts for eligible student parents beginning the school year after identification.

Mandates school districts deposit per-pupil state funding and categorical funding into each account; districts may also deposit local funding shares.

Allows parents to withdraw account funds for eligible expenses including enrollment in higher-rated public schools, charter schools, nonpublic schools, tutoring services, instructional materials, and transportation.

Requires districts to maintain the program until achieving an "accredited" or higher rating, but must continue maintaining existing accounts until closed; stops deposits if a parent misuses funds twice in one school year.

Permits receiving schools or charter schools to charge tuition up to the amount deposited in the parent choice account when students enroll from the chronically low-performing district.
