Extends the Committee on Juvenile Justice Reform and delays its repeal from September 1, 2022 to December 31, 2022 to allow completion of specific assigned tasks.

Requires the committee to complete four identified tasks before its repeal: tasks in subsections (1)(a)(II)(B), (1)(a)(II)(C), (1)(a)(II)(D), and (1)(e)(III) of section 24-33.5-2402.

Updates multiple statutes to reference the committee's work "as it existed prior to its repeal in 2022" regarding risk screening tools, mental health screening tools, and risk and needs assessments used in juvenile diversion and probation programs.

Removes the juvenile justice reform committee from the sunset review list in the general statutes and repeals part 24 of article 33.5 of title 24 effective December 31, 2022.

Takes effect December 31, 2022 for most provisions, with remaining sections effective 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed.
