Removes the July 1, 2022 repeal date for regulation of conveyances and conveyance mechanics, contractors, and inspectors under Article 5.5 of Title 9.

Reschedules the repeal of conveyance regulation functions to September 1, 2031, allowing the regulation to continue under the Director of the Division of Oil and Public Safety within the Department of Labor and Employment.

Requires the conveyance regulation functions to undergo sunset review in accordance with the standard regulatory agency review process outlined in section 24-34-104.

Implements recommendations from the 2021 sunset report by the Department of Regulatory Agencies regarding continuation of conveyance regulation.

Declares the act necessary for immediate preservation of public peace, health, or safety.
