Extends the sunset date for regulation of speech-language pathologists by the Division of Professions and Occupations from September 1, 2022 to September 1, 2033.

Allows the director to grant extensions of provisional certifications for speech-language pathologists, with the director authorized to adopt rules regarding the process and criteria for extensions.

Adds insurance fraud and health insurance abuse as grounds for disciplinary action against speech-language pathologist certificate holders.

Expands the definition of "fraudulent insurance acts" in Colorado law to include Article 305 of Title 12 (speech-language pathologist regulations) and clarifies that written statements include client medical records and medical service bills.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition that requires voter approval in November 2022.
