Establishes civil infractions as a new category of violations classified as civil matters with maximum fines of $100, separate from criminal offenses and traffic infractions.

Creates penalty assessment notice procedures allowing peace officers to issue notices for civil infractions with 20-day payment deadlines, with special requirements for minors requiring parental/guardian review and notarization.

Designates county court magistrates to hear civil infraction cases, with burden of proof on prosecution to prove liability beyond a reasonable doubt, but without District Attorney representation at hearings.

Levies surcharges of $8 for crime victim compensation, $8 for victims and witnesses assistance funds, and $2.50 for offender identification fund on civil infraction penalties.

Makes offenses effective March 1, 2022 (except penalty assessment notice procedures effective September 1, 2022), and appropriates $124,800 to the judicial department for implementation.
