• Establishes the Preventing Identity-Based Violence Grant Program administered by the Office of Prevention and Security to provide grants to eligible entities for violence prevention projects targeting populations based on ethnicity, national origin, religion, or sexual orientation/identity.

• Defines eligible entities as counties, municipalities, American Indian tribes, law enforcement agencies, district attorneys' offices, educational entities, and 501(c)(3) nonprofit organizations with experience serving communities affected by identity-based violence.

• Requires grant recipients to further at least one of three program goals: building awareness for prevention, strengthening local collaboration capabilities, or building sustainable support for prevention and intervention of identity-based violence.

• Non-law enforcement grant recipients are prohibited from collecting intelligence information about political, religious, or social views and associations; law enforcement agencies must comply with 28 CFR Part 23 requirements regarding intelligence information collection and maintenance.

• Appropriates $1,000,000 annually to the Department of Public Safety with $29,615 for personal services, $7,550 for operating expenses, and $962,835 for program administration; requires annual reporting to the General Assembly on grants awarded, counties impacted, and performance metrics.
