Limits governor's ability to continue a declared disaster emergency to 365 days unless the general assembly acts by joint resolution to extend it beyond that date.

Requires local health departments to submit emergency duties imposed on classes of people to county commissioners or municipal governing bodies for approval within 7 days, with automatic termination after 30 days unless monthly approval is obtained.

Requires the state department of public health and environment to submit emergency duties imposed on classes of people to the governor (within 7 days) and general assembly (within 7 days or by the 30th day of the next session) for approval and annual renewal.

Exempts temporary emergency duties placed only on single individuals (such as quarantines) from these approval requirements if reasonable evidence shows the person is infected with an epidemic-causing disease or was infected within 30 days.

Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition, with applicability to disaster emergencies and duties imposed on or after the effective date.
