Establishes a special CASA (Court Appointed Special Advocates) license plate available for motorcycles, passenger cars, trucks, and noncommercial or recreational motor vehicles not exceeding 16,000 pounds empty weight, beginning January 1, 2023 or when the department is able to issue them.

Charges a one-time additional fee of $25 for issuance or replacement of CASA license plates, with fees transmitted to the Highway Users Tax Fund.

Allows applicants to obtain personalized CASA license plates by paying the additional personalized plate fee under existing law and may transfer existing personalized plate combinations to new CASA plates.

Appropriates $28,943 to the Department of Revenue for the 2022-23 fiscal year ($14,838 from general fund and $14,105 from license plate cash fund) to implement the new plate, including system maintenance and IT services.

Takes effect at 12:01 a.m. the day after the 90-day period following final adjournment of the general assembly, unless subject to a referendum petition.
