• Establishes additional supplemental payments to Medicaid-certified Class I nursing facility providers for the 2021-22 fiscal year to support facilities experiencing COVID-19 staffing cost increases, those with high Medicaid utilization rates, or serving individuals with complex needs.

• Allows additional payments to nursing facilities that accept new Medicaid admissions with complex needs, work with hospitals on timely discharges, or accept compassionate release individuals from the Department of Corrections.

• Requires the state department to establish reporting requirements, evaluate provider outcomes using financial statements and labor records, and may deny or recoup funding from noncompliant providers.

• Appropriates $17,000,500 from the general fund for the 2021-22 fiscal year, with anticipated $10,000,500 in federal matching funds, and carries forward unexpended funds to the 2022-23 fiscal year.

• Requires the state department to submit a report by November 1, 2022 with recommendations for permanent changes to nursing facility reimbursement policy addressing quality, sustainability, and fiscal stewardship; section repeals effective July 1, 2023.
