Adds C.R.S. 22-1-135 to establish requirements and limitations for public school contract terms, effective for contracts executed on or after July 1, 2022.

Declares void any contract terms requiring school entities to indemnify another party, agree to binding arbitration, limit liability for bodily injury or property damage caused by negligence or willful misconduct, or waive Colorado Governmental Immunity Act protections.

Voids contract terms that waive or limit application of student data protection laws, including the Student Data Transparency and Security Act, FERPA, and the Colorado Privacy Act (effective July 1, 2023).

Requires all public school contracts to include provisions making multi-year financial obligations contingent on appropriated funding and requiring contractors to comply with federal, state, and local laws including discrimination protections, data privacy laws, tax obligations, and workers' compensation insurance.

Specifies that contracts with Colorado law-waiving terms remain otherwise enforceable with only the void terms severed, and excludes professional services agreements from the scope of this law.
