HB 22-1253 Summary

• Requires rental car agencies with vehicles under 4,000 pounds gross weight to provide online and in-person reservation options for adaptive equipment (hand controls, left foot accelerators, spinner knobs, and pedal extenders).

• Mandates lessors include in reservation confirmations a list of requested equipment, acknowledgment of provision, and the date and time equipment will be ready for use.

• Establishes fulfillment timelines: 48 hours for standard locations, 8 working hours for Denver International Airport locations with trained staff, and 72 hours for remote locations (more than 2 hours from Denver International Airport).

• Exempts small businesses (50 or fewer vehicles) from compliance until July 1, 2026; all other lessors must comply by July 1, 2025.

• Allows lessees to sue for violations and recover statutory damages of $2,500 per violation, actual damages, attorney fees and costs, and court-ordered compliance.
