HB 22-1254: Colorado Registration Fairness Act

• New Colorado residents must register vehicles within 90 days of becoming residents and must provide proof of previous registration and residency documentation (driver's license, utility bill, lease, etc.).

• Owners who register vehicles later than 90 days after becoming residents must pay prorated registration taxes and fees from the date they became residents to the date they apply for registration, calculated on a full-month basis.

• Late registration penalties remain at $25 per month (capped at $100) plus prorated taxes and fees owed when the vehicle is registered.

• Vehicle registration fees are adjusted: an additional $9 for vehicles less than 7 years old, $7 for vehicles 7-10 years old, and $5 for vehicles 10+ years old; these provisions expire July 1, 2026.

• $248,249 is appropriated to the Department of Revenue for the 2022-23 fiscal year to implement the new registration requirements, effective January 1, 2023.
