Creates new probation purposes statute emphasizing behavior change support, victim accountability, cost-effectiveness, and victim rights while allowing courts to issue summons instead of warrants for probation violations.

Expands the list of felonies that prohibit firearm and weapon possession, adding 64 specific offenses including crimes of violence, sex offenses against children, arson, escape, and terrorism-related crimes.

Allocates $53,390 to the judicial department for probation and related services division implementation, effective July 1, 2023 for probation-related provisions and immediately for other sections.
