Extends the sunset date for the Director of the Division of Workers' Compensation's authority to impose fines on employers for failure to carry workers' compensation insurance from July 1, 2022 to September 1, 2033.

Removes the limitations on fines for workers' compensation insurance violations from the July 1, 2022 repeal schedule.

Adds the fine-imposition authority to the September 1, 2033 repeal schedule, subjecting it to legislative review before that date.

Implements a recommendation from the 2021 sunset report by the Department of Regulatory Agencies.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
