Extends the repeal date for acupuncturist licensing requirements from September 1, 2022 to September 1, 2033, continuing state regulation of the profession for 11 additional years.

Expands the definition of acupuncture practice to include dry needling and telehealth services, and establishes a new category of unlicensed "acupuncture aides" who can perform delegated tasks under supervision.

Requires acupuncturists to develop written plans for patient record security and establishes new disciplinary grounds including failure to respond timely to complaints and use of misleading titles like "medical acupuncturist."

Adds administrative fines as a disciplinary tool and removes the prohibition on fining acupuncturists; permits the director to adopt rules governing acupuncture aide supervision and telehealth use.

Removes acupuncturist licensing from the judicial review list in statute 12-20-408, changing the regulatory oversight structure for the profession.
