State Department must publish a Behavioral Health Rates Report by August 15, 2022, using independent auditor to compare Medicaid reimbursement rates between community mental health centers and independent mental health providers, with data from fiscal year 2020-21.

Report must identify discrepancies in reimbursement rates for comparable services and assess whether rates are adequate to meet network adequacy standards in every region of Colorado.

State Department must present an implementation action plan to the Joint Budget Committee by November 15, 2022, and produce progress reports annually through August 1, 2025, with full implementation required by December 31, 2025.

State Department must publish community mental health center cost reports starting March 15, 2023, and create a publicly available website displaying cost reports and information on how reimbursement rates are determined, reasonable costs, and value-based payment impacts.

Data in reports must be aggregated to protect individual provider identities and comply with all state and federal privacy laws.
