Repeals part 12 of article 3.3 of title 23 in Colorado Revised Statutes, effectively eliminating the Second Chance Scholarship Program.

Removes the Colorado Second Chance Scholarship Program from the list of agencies scheduled for repeal on September 1, 2022, by repealing section 24-34-104(23)(a)(XI).

Implements the 2021 sunset report recommendation by the Department of Regulatory Agencies to terminate the program.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, unless a referendum petition is filed, in which case approval by voters in November 2022 is required.
