• Requires landlords to provide relocation costs or purchase compensation ($7,500-$10,000 minimum depending on home type) when changing park use displaces residents.

• Prohibits landlords from imposing unreasonable park rules on individual home owner properties, restricting home sales based on age, and retaliating against residents for exercising legal rights.

• Expands enforcement authority by allowing Division of Housing to issue cease-and-desist orders for imminent harm violations and impose fines up to 30% of park sale price for violations of purchase rights.

• Extends protections to mobile home park residents (renters) in addition to home owners, including access to dispute resolution process and complaint procedures starting July 1, 2024.
