Creates State Children's Basic Health Plan (starting January 1, 2025) providing equivalent coverage to children under 19 ineligible due to immigration status, funded with state funds only.

Expands Medicaid coverage to pregnant persons regardless of citizenship or immigration status starting January 1, 2025, with continuous eligibility through 12-month postpartum period.

Adds lactation support services, equipment, and supplies as covered benefits under both Medicaid and Children's Health Plan programs for all perinatal individuals.

Establishes health survey for birthing parents to collect data on physical and emotional health, mental health, discrimination experiences, and access to healthcare services to inform equity-focused policy decisions.
