Updates the effective date for sunrise review submissions from July 1, 2012 to July 1, 2022, and requires submissions to the Department of Regulatory Agencies by December 1 of any year for analysis during the following year

Establishes expedited timelines for department reports based on submission dates: proposals submitted July 1-December 31 must receive reports by June 30 of the following year; proposals submitted January 1-June 30 must receive reports by December 31 of the same year

Adds three criteria allowing the department to decline conducting a new analysis if: a prior report was issued within 36 months with no new information, the proposed regulation affects fewer than 250 individuals, or at least 33 other states already license or regulate the same profession or occupation

Introduces new evaluation criterion requiring consideration of whether practitioners exercise independent judgment and whether public benefit from direct regulation would be diminished if practitioners' judgment is subject to supervision by others

Clarifies that "department" refers to the Department of Regulatory Agencies and repeals outdated submission requirements previously in statute
