Defines "nursing home" as a nursing care facility licensed by the Department of Public Health and Environment that provides supportive, restorative, and preventative services, regardless of resident length of stay.

Includes nursing homes that provide convalescent care or rehabilitation services such as physical and occupational therapy within the definition of residential improvements.

Requires all nursing homes to be classified and assessed as residential real property for property tax purposes effective January 1, 2023, eliminating discrepancies in how short-term versus long-term nursing facilities were previously classified.

Declares that nursing homes are unique residential properties representing the residence of individuals living there at the time, regardless of length of stay.

Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition by voters within that period.
