Creates the Colorado Agricultural Workforce Services Program within the Department of Agriculture to provide resources for agricultural employers and employees.

Establishes a publicly available online resource portal on the Department's website with information available in English and Spanish, including video modules, wage and hour calculators, and labor law compliance resources.

Portal must include information on employee safety, labor rights, mental health, employer labor requirements, and specific sections of Colorado labor law (sections 8-6-101.5, 8-6-120, 8-13.5-202, 8-13.5-203, and 8-14.4-109).

Appropriates $100,000 from the general fund to the Department of Agriculture for fiscal year 2022-23, with $29,086 for administrative personnel (0.4 FTE) and $70,914 for the agricultural markets division; additionally appropriates $42,859 to the Department of Labor and Employment (0.5 FTE).

Takes effect 12:01 a.m. on the day after the 90-day period following final adjournment, unless a referendum petition is filed, in which case it requires voter approval at the November 2022 general election.
