Amends Colorado Revised Statutes 39-27-101 to correct technical defects in definitions related to gasoline and special fuel taxes resulting from 2021 restructuring.

Modifies "bulk transfer and terminal system" definition to specify that gasoline or special fuel in railcars is not part of the system unless being transferred from a refinery to a terminal operated by the refiner.

Expands "gasoline" definition to include kerosene and other products specially prepared for, sold for, and used in aircraft, while maintaining exclusions for diesel engine fuel, liquefied petroleum gas, and natural gas.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, or November 2022 if subject to referendum petition, pending voter approval if challenged.
